Development of communication strategies for the energy sector in Ukraine on national and regional levels.
GIZ is a German development agency that works in Ukraine, including in the areas of energy and climate protection. The agency is currently working with Ukrainian ministries to support the Just Transition process – a comprehensive and gradual transition from coal-based to green energy generation.

The agency was tasked with developing a national communication strategy for the Just Transition process at the national level, as well as a regional communication strategy.
The complexity of the task was that:● the coal industry is a rather specialised field, so the agency had to delve into the current situation, the Just Transition process, the peculiarities of the development of Ukrainian mono-cities, etc;● a large number of stakeholder groups with very different interests and attitudes towards the Just Transition process (some groups are quite negative);● the need to develop a strategy that combines the interests of all stakeholder groups and crisis elements;● inform all stakeholders in a neutral way about the possibility of the Just Transition process being received painfully and met with resistance by some population groups.
